About Windfall
Windfall (Mid Wales Community Energy Trust) is a community benefit fund for Mid Wales. We grant aid projects that support the local community and economy, through actions related to energy, climate change and sustainability. The money is provided to us voluntarily by developers of energy generation and other infrastructure.
Donations we receive are offered as grants and loans for community investments near contributing wind farms or other developments. We are particularly interested in supporting:
- Renewable energy generation;
- Energy efficiency / demand reduction measures;
- Low carbon, shared, community and active travel initiatives;
- Educational activities in pursuit of sustainable development.
Windfall’s registered name is Mid Wales Community Energy Trust. It is a non-profit company managed by a Board of voluntary Directors. Get in touch if you’re interested in joining us! The current Directors are:
- Andy Bull (Chair), former economic planner for Powys County Council and co-founder of innovative community energy organisations;
- Andy Rowland (Company Secretary), former Managing Director of ecodyfi (now Biosffer Dyfi);
- Rob Gwillim, renewable energy consultant now working for the National Trust;
- Graeme Lane, Asset Development Service Manager for Ceredigion County Council, with a background in housing, energy and regeneration.

Windfall has been operating since 2005. The former Powys Energy Agency, then Mid Wales Energy Agency, and ecodyfi were contracted previously for administration. From 2025 Severn Wye Energy Agency administers the grants process and the Company Secretary deals with other matters.
For energy generators and utilities companies wishing to demonstrate their financial commitment to the communities in which they operate, Windfall offers to plan, manage and deliver community benefits for sustainability.
Currently Montgomeryshire is the beneficial area, particularly the Community Council areas of Carno, Caersws, Trefeglwys, Dwyriw, Llanbrynmair and Llanerfyl. This is because our current donor is Amegni Ltd, owner of Carno Wind Farm.
We would also like to hear from public sector and philanthropic providers of investment capital who may be interested in partnering with us by co-funding larger community projects. Read more about donations and collaborations here.
